To seize opportunities for green transition and support the implementation of circular economy industries, on October 14, 2026, Liu Haijiang, Chairman of Beijing Haijiang Holding Group, together with Wang Xiaodong, Senior Vice President, Zhang Chunming, Manager of the General Administration Department, Zhang Rui, Deputy Director of the General Manager’s Office, and Li Xiangzhi from the General Manager’s Office, visited Cangzhou Port Group. The two sides held high-level strategic discussions focusing on port-industry coordination and zero-waste development to explore pathways for hazardous waste resource utilization and draw a new blueprint for cooperation in green circular industries.

Wang Jinlou, Party Secretary and Chairman of Cangzhou Port Group, Li Jianzhai, General Manager, Li Shusen, Chief Economist, Ma Yanbin, Director of the Enterprise Management Department, Liu Yanfang, Director of the Capital Operations Department, and Ma Jinming, Chairman of Hebei Hangjie Environmental Technology Co., Ltd., attended the forum.

Beijing Haijiang Holding Group has built a "4+1" business system covering energy technology services, resource recycling, ecological environmental remediation, intelligent equipment technology, and hazardous chemical emergency rescue, and developed an industrial matrix of "one center and three bases". The Group boasts practical capabilities and solid technical reserves in professional hazardous chemical emergency rescue. Based on an analysis of industry trends, both parties concluded that the hazardous waste disposal sector has entered a stock competition phase, featuring intensifying market competition. Risks including overcapacity and low-price bidding cannot be overlooked. Extensive large-scale construction may easily lead to idle production capacity and unsatisfactory investment returns. Adhering to prudent investment principles, both sides will adopt a phased development approach of "making steady progress step by step". Priority will be given to revitalizing existing market resources, with capacity expansion to be rolled out in light of market conditions to mitigate operational risks from heavy-asset investment.

Leveraging the resource advantages of Huanghua Port, the two parties strive to innovate industrial cooperation models. They will actively engage with major central enterprises to transform hazardous waste disposal into comprehensive resource utilization. Relying on the port’s complete supporting infrastructure, a closed-loop circular economy industrial model will be established.
The two sides agreed on the working principle of "securing market orders prior to investment and construction". A special task force will be set up to focus on key clients and promote long-term business agreements, laying a solid foundation for project financing. Meanwhile, field investigations will be carried out in Shandong Province to collect operational data of similar projects and support evidence-based project decision-making.
The forum further consolidated the foundation for bilateral cooperation and clarified the implementation roadmap for the project. Going forward, Cangzhou Port Group will give full play to its local platform and resource strengths, while Beijing Haijiang Holding Group will provide technology, market resources and professional operation capabilities. Through complementary advantages and powerful partnership, both sides will jointly push forward the implementation of key circular economy projects and inject strong momentum into the high-quality green and low-carbon development of Cangzhou City.
